Language encoding

I have Typo3 V6.2.6 LTS and a problem with the language encoding in the backend and maybe in the fronted.

Like, in the Extension seminars I can choose a Language for an event and a Country for a place. The selections in the backend seems to use the local language like Deutschland than Germany. This becomes a problem with the asian, african and other languages/countries, because I only see "??" or "???" or "???" and alike.

So I got 2 problems:
1. The local names in the database are wrong.
2. I want the English names in the backend, and maybe in the frontend as well.

Is there a general setting to tell that the English names shall be used? I cannot find it. I don't know what to look for. Currently, I am going into the PHP code to find it, but still no luck.

How can I fix the encoding?
The current encoding in the MySQL DB is utf8_general_ci
