There stay only blank page.

There are several ways to create a menu,
depending on what your target is.

You can find some basic MENUS here
but i'd recommend to read the TypoScript-Basics on typo3.org

You are great, if i want to create footer menu, did i have to make "new" Folder and than create new template?
